What is The Compass Project?
The Compass Project aims to bring our community together to find direction for this place we all call home. The project will result in a community-wide Master Plan, which will offer a vision for our community and establish strategies and policies to guide future land use, development, and infrastructure improvements in the Town of Silverton. The process is organized into phases that guide the community through dialogue about where we are today, where we want to be in the future, and how we get there.
The Town of Silverton has partnered with non-profit Community Builders to facilitate a transparent, community-driven process, called The Compass Project, that will result in a vision for the future of the Town of Silverton.
The project will result in a community-wide Master Plan. Town Trustee review and adoption is tentatively scheduled for Mid September - Mid October.

Project Purpose
To facilitate a robust community engagement process that builds trust and brings our community together.
To identify a vision, values and goals, as well as the strategies and actions to carry these forward and shape the future we want.
To create a clear community-wide Master Plan to guide future decisions, policies and projects and ensure our community grows in ways that are in tune with our goals, vision and values.
What is a Master Plan?
According to Colorado's Department of Local Affairs, a master plan "provides the policy framework for regulatory tools like zoning, subdivision regulations, annexations, and other policies. A comprehensive plan promotes the community's vision, goals, objectives, and policies, establishes a process for orderly growth and development, addresses both current and long-term needs, and provides for a balance between the natural and built environment.
Elements addressed in a comprehensive plan may include: recreation and tourism, transportation, land use, economic development, affordable housing, environment, parks and open space, natural and cultural resources, hazards, capital improvements, water supply and conservation, efficiency in government, sustainability, energy, and urban design."
The Compass Project's deliverable of the Silverton Master Plan will promote the community’s values, goals, and objectives; establish a process for responsible growth and development, address both current and future needs; and provide a balance between the natural and built environment.

Project Management Team
The Project Management Team is a group of volunteers from the Town, County, and wider Silverton community who worked together to bring Community Builders into the community. They will work to manage the overall progress of the project.

Taskforce
The Compass Task Force provides guidance, oversight and support to the Compass Project and particularly the project’s community engagement process. At the most basic level, the Task Force is intended to be a conduit into the community - to assist with creating a broadly representative process by helping to reach as many different voices and perspectives as possible.

While this project is managed by the Project Management Team and the Taskforce, their role is to ensure YOU have the opportunity to voice your opinion and influence the future of this community. All community members are encouraged to participate and drive decisions for the future of Silverton.
Community Builders
Community Builders is a non-profit organization based out of Glenwood Springs, Colorado. They provide tools and programs to help bring local governments and community members together to identify, design, and implement strategies that respond to local needs and opportunities. To date, Community Builders has executed over 35 on-the-ground projects across the Rocky Mountain West.
In this project, Community Builders serves as a neutral and transparent facilitator, while bringing experience and expertise in community planning, housing, economic development, and building civic health and capacity.
