CEBT News September 2022

Notes from the Chairman

Hello CEBT Members!

I hope this newsletter finds you well as we wind down from the summer and head into the fall. The CEBT Board of Trustees held their annual summer conference in Vail, Colorado from July 18th through 20th. It was nice to have several member groups participate in-person at the meeting, as well as several groups who joined us remotely over video conferencing.

One of the highlights at the summer conference is the vendor partner presentations, hearing about product updates, trends in the marketplace and what may be on the horizon in the near or long-term future for CEBT. In addition to these presentations, there were some bigger agenda items discussed at this meeting that are worth highlighting.

The fiscal stability of the Trust was reviewed in detail. CEBT is a not-for-profit organization and as in past years when CEBT has experienced any excess unrestricted reserves, a dividend is given back to member groups based on an established criteria which includes, but is not limited to: amount of unrestricted reserves, membership date, allocations based upon number of employees with medical coverage, and employer renewal cycle. In conclusion of this review, a dividend return was approved to be distributed in 2023.

The second major agenda item, and always a crowd favorite, was a review of the January 2023 renewal rates. The overall rate renewal came in at 4.5% providing a tiered renewal structure which is based upon a groups medical adjusted loss ratio since the last renewal. If you are an employee of a group renewing in January, you should hear more about your group specific renewal information through employer held open enrollment meetings. Open enrolment dates are different for each employer group, but typically held any time between late September and mid-November.

With many topics being covered at the summer conference, I could not include a summary of all that was discussed in this short article. However, if you have any comments, questions or ideas that you would like to see covered in these newsletters, please reach out to us at CEBT! We would love to hear from you!

Kaiser Updates

Partnering with Cigna for out of state networks

As many have started traveling again for business trips, family visits, and vacations, the last thing you want to worry about is how to get good health care while away from home. Now you have even more ways to get care, how and when you need it - virtually and in person.

For urgent and emergency care while traveling outside the state of Colorado, CEBT members on a Kaiser plan now have access to Cigna’s PPO Network* of providers and facilities. All you need to access care is your digital ID card (available in the Kaiser Permanente app). In some locations, you may also get 24/7 care by phone or video from a Kaiser Permanente clinician.

Please see the attached flyer for more information about:

  • Routine care options
  • Urgent and emergency care coverage anywhere in the world
  • How to find locations and coverage details

*The Cigna PPO Network refers to the health care providers (doctors, hospitals, specialists) contracted as part of the Cigna PPO for Shared Administration.

Healthcare Bluebook: Price Is Right Winners

You may recall hearing about this fun interactive game hosted by HCBB in August. CEBT typically runs a few games a year with chances to win some awesome prizes. These games are a great way to familiarize yourself with the tool and show you just how much you can save on healthcare, plus you get reward opportunities just for playing. The August HCBB Price Is Right game had 6 randomly drawn winners, with one of the winners scoring a Yeti cooler and 5 other winners scoring $50 Amazon gift cards. That's not too shabby for a quick peek at how to potentially save money.

The prize winners for this game are from the following CEBT Employer groups:

  • City of Federal Heights-Yeti Cooler!!
  • Red White & Blue Fire Protection District- Amazon Gift Card
  • Woodlin School District R-104- Amazon Gift Card
  • Community Prep School- Amazon Gift Card
  • Garfield County Public Library District- Amazon Gift Card
  • City of Evans-Amazon Gift Card

Thank you for your participation! We hope you are able to save on healthcare dollars in your future. If you missed this game, keep your eye out for the next game in early in 2023 for your chance to win!

New: Debit Card Rewards

When you or a member of your household has earned a reward for having medical care performed at a Fair Price facility you will now receive a debit card in the mail. The debit cards will be replacing the paper reward checks you may have received in the past. If you have previously received a check, it is still valid up to 120 days from the issued date and should be cashed or deposited.

To earn a reward shop for your procedure using Healthcare Bluebook prior to scheduling. Use a Fair Price™ facility for your care and you could earn up to $1,500 on eligible procedures. It’s that easy!

Omada

There's a big difference between knowing how to get healthy and actually doing it. Omada can provide the support and accountability you need to connect those dots. CEBT's Omada program focuses on Prevention (Pre-Diabetes), Diabetes, Hypertension, and Musculoskeletal. Upon acceptance into one of these Omada programs - you get a personalized program, professional health coaching, a supportive peer group, and easy-to-use technology! You also get devices shipped to your house to help you on your health journey, such as a digital connected scale, blood glucose monitor, test strips, blood pressure monitor, or a free exercise kit.

If you or your family member (18+ for prevention, diabetes, hypertension programs, 13+ for joint and muscle health) are on a CEBT PPO or EPO medical plan and are eligible for any of the Omada programs offered by CEBT, your membership and connected devices are covered at no cost. Members on HDHP plans have no cost for the prevention, diabetes, and hypertension programs but will have a small fee for the Omada Joint and Muscle Health program.

Healthy Like Me Program

Marathon Health launched The Healthy Like Me campaign in 2014 as a way to celebrate how members have taken an active role in making significant, life-altering improvements to their health. This program encourages members who have partnered with Marathon Health to submit their success stories for chance to win $250 and have their story published and promoted. The Healthy Like Me program has continued to be a huge success with many Marathon Health members across different organizations proud to share their success stories. Submissions range from stories of weight loss, diabetes management, lowering cholesterol and even lifesaving discoveries! Click here to read some inspiring stories. While this program is open to all Marathon health clients, there have been five CEBT member winners throughout the years.

Marathon typically chooses 10 winners per quarter, and sometimes more depending on how many entries they get. Winners are chosen based on a variety of criteria including their condition, the improvements they’ve made, and where they’re located, to name a few. If your story gets chosen, you will be contacted, and your story will be promoted.

The next round of submissions for this quarter closes on October 21, 2022. If you have a success story you would like to share about an experience at one of the CEBT Health & Wellness Centers, we would love to hear about it. We encourage you to submit your story by visiting: www.marathonhealth.com/healthylikeme/.

As always, if you want to learn more about the program feel free to reach out to your CEBT Health & Wellness Center. You must be eligible for one of the six health center locations to participate. If you are unsure of your eligibility for one of the health centers, please contact CEBT Customer Service team at (800) 332-1168.

988 Suicide & Crisis Lifeline

988 has been designated as the new three-digit dialing code that will route callers to the National Suicide Prevention Lifeline (known as the 988 Suicide & Crisis Lifeline), and is now active across the United States. 988 is more than just an easy-to-remember number — it’s a direct connection to compassionate, accessible care and support for anyone experiencing mental health related distress.

The 988 Suicide & Crisis Lifeline is a national network of local crisis centers that provides free and confidential emotional support to people in suicidal crisis or emotional distress 24 hours a day, 7 days a week in the United States. They're committed to improving crisis services and advancing suicide prevention by empowering individuals, progressing professional best practices, and building awareness.

When people call, text, or chat 988, they will be connected to trained counselors that are part of the existing Lifeline network. These trained counselors will listen, understand how their problems are affecting them, provide support, and connect them to resources if necessary. This new, shorter phone number will make it easier for people to remember and access mental health crisis services when in need.

Maternity Benefits

Are you or your spouse currently expecting? First off, congratulations! Secondly, we have you covered.

Your first office visit to confirm the pregnancy will be subject to your office visit benefits. The rest of your routine pre-natal office visits and labs will be covered at 100% under your wellness benefits. Any ultrasounds you have along the way will be covered separately subject to your ultrasound/x-ray plan benefits. Please see the table below for your specific plan coverage:

When it comes time for labor and delivery, this will fall under the inpatient benefits:

This Plan complies with the Newborns’ and Mothers’ Health Protection Act. Prior Authorization is not required for a Hospital or Birthing Center stay of 48 hours or less following a normal delivery or 96 hours or less following a Cesarean delivery. Prior Authorization may be required for a stay beyond 48 hours following a normal delivery or 96 hours following a Cesarean section.

How will the newborn be covered?

The deductible, coinsurance, and/or co-pay will be waived for newborn charges during the initial stay (days 0-5). If for some reason it is necessary for the newborn to remain in the hospital after the mother's discharge, or to be transferred to another hospital, the admission will be subject to the deductible and coinsurance requirements. Please note: The waiver of deductible and coinsurance only applies to services incurred during the mother’s eligible stay. The newborn will need to meet his/her deductible and coinsurance for any services incurred after the mother’s discharge.

If you do not plan on adding your newborn onto your plan, a newborn child is automatically covered for the first 31 days of life in absence of other coverage under another plan. Otherwise, you have 30 days from the date of birth to add your newborn to your policy.

Any time a dependent is added to a policy, UMR likes to verify if the newborn has any other coverage. A quick call to our customer service unit can get this notice in place so claims can be processed and paid in a timely manner.
