General Municipal Election - November 8, 2022

The City Council approved putting a measure on the November 8, 2022 General Municipal Election Ballot for City Councilmember term limits for approval by a majority of City voters.

  • COVID-19 testing continues at the Pico Rivera Sheriff's Station. No Appointments are necessary, minimal wait times.
  • All testing at the sheriff's station is fee based and will require insurance OR up front fee. Rapid is $29 and PCR is $99. Please ask testing site staff for details.
  • Testing available Monday - Friday 8:30 AM - 6:00 PM and Saturday and Sunday 9:00 AM - 4:00 PM.

Request for Proposals (RFP) Released for City's Climate Action and Adaptation Plan

Climate Action and Adaptation Plan

The City of Pico Rivera was awarded a grant of $50,000 from SoCalGas to support climate & resiliency planning. The City Council also approved $100,000 from the year-end surplus for Climate Action Planning. The plans and objectives for this RFP are:

  • Manage Climate and Extreme Weather event risks that affect critical City services and increasing O&M costs.
  • Create a General Plan requirement for climate adaptation and resiliency strategies that will satisfy the requirements of SB 379.
  • Satisfy GHG emissions reduction policies by streamlining our CEQA analysis for future developments.
  • Increase the City’s qualifications for Federal and State grant funding.

The City is seeking proposals that generally reflect the following scope of work. The RFP was posted on July 12, 2022 and bids are due August 4, 2022 at 5:00 PM.

  • Task 1: Project kick-off and project management
  • Task 2: Develop an inventory of GHG emissions
  • Task 3: Establish GHG emission reduction targets
  • Task 4: Engage City Committees, City Council, and Community
  • Task 5: Develop policies and strategies to achieve GHG reduction targets
  • Task 6: Develop climate adaptation and resiliency strategies
  • Task 7: Identify funding and implementation measures
  • Task 8: Develop tools for monitoring and reporting of the CAP
  • Task 9: Finalize Climate Action and Adaptation Plan.

Balanced FY 23 Budget Adopted June 28, 2022

Adopted FY23 Budget
  • At the June 28th Meeting, the City Council adopted the Fiscal Year (FY) 2022-2023 (Year 2) of the Biennial Operating Budget and Five-Year FY22-27 Capital Improvement Program (CIP) budgets.
  • The budgets were presented as a balanced spending plan, where ongoing revenues match (or exceed) ongoing expenditures. The General Fund Budget is balanced at $51.83 million in revenues and expenditures.
  • The Operating Budget demonstrated the City's continued commitment to ensuring optimal service delivery to our resilient community, fiscal sustainability, and a major focus on maintaining long-term financial stability.
  • The City Council adopted Strategic Priorities guided budget decisions such as: 1) Fiscal & Organizational Sustainability, 2) Economic Development and land Use, 3) Infrastructure, 4) Health, Wellness & Safety and 5) Community Engagement.

Five-Year Capital Improvement Program (CIP) Priority Projects in FY23

Capital Improvement Program

The Five-Year CIP is a long-range fiscal forecast which identified major public improvements to the City's infrastructure over the next five years. The total CUP budget for the five-year period (FY22-27) is $248 million, $69 million represents appropriations being carried over from FY22. Below is a list of a few priority projects captured within the FY23 budget:

  • Rosemead Blvd Major Corridors Median and Parkway Beautification Projects: $3.7M in FY23, total of $10.8M over two years. This project will beautify the median islands and parkway areas along Rosemead Blvd., Slauson Ave., Washington Blvd., Whittier Blvd. and Paramount Blvd. by installing drought tolerant vegetation, irrigation systems, landscaping, anti-litter signs, artistic elements, historical markers, wayfinding, trash containers and bus benches.
  • Citywide PFAS Project: This project will address the water quality and treatment needs including the treatment of PFOS and PFOA chemicals from the City's water supply with the installation of special filtration systems.
  • Advanced Metering Infrastructure (AMI) System: $3.7M in FY23. Installation of an AMI system for Pico Rivera Water Authority's (PRWA) water distribution system to modernize meter reading activities.
  • Water Main Replacement Projects W41, W98 & W110: $8.2M for 3 projects all FY23. Upsize water main from 4" to 8" to maintain the volume and pressure needed for residential and business use, or in the case of emergency. Also replacing old 10" pipe and 17" pipe that have reached the end of their expected service life.
  • Residential Resurfacing Program Overlay & Reconstruction: $6M in FY 23. Overlay and reconstruction of the City's streets in correlation to the citywide Pavement Management Program to extend the life of the roads in a cost-effective manner .
  • Pico Rivera Regional Bikeway Project: $2.1M in FY23, total of $5.2M over 2 years. This active transportation grant-funded project that will connect regional trails and one end of the river to the other while promoting bicycle safety with a new lane along Mines Ave. The City will remove and replace pavement and construct the bridge across the San Gabriel River.
  • The PAD Park Development: $1.5M over 2 years. The City was awarded a $1M grant to purchase from the City of Montebello and create a park space for the community. The Bus Depot will be updated and effectively utilized as a new park for enhanced open space.

Warmington Homes 45 Unit Townhome Development In Final Approval Process

  • On August 9, 2022, City Staff is scheduled to take Conditional Use Permit to the City Council with the Planning Commission’s recommendation for approval from the July 11th Planning Commission meeting.
  • During the Planning Commission meeting, Warmington Homes committed to working with the City Council Parking Ad Hoc to review parking enforcement procedures for the CC&Rs to be prepared for the Home Owner’s Association and monitor on-street parking conditions after development.

Public Works and Citywide Project Updates

Metro Approves $6.5 Million in New Funding for Washington Blvd. Bridge Reconstruction and the Pico Rivera Regional Bikeway

  • The Los Angeles Metro Board approved $30 million in new funding for transportation infrastructure projects across the 4th Supervisorial District, including $2,697,000 to fully fund the Pico Rivera Regional Bikeway and $3,769,267 to begin environmental and design work on the Washington Boulevard Bridge Reconstruction Project.
  • Pico Rivera Regional Bikeway: The Project proposes to construct bike lanes buffered with a bioswale, which is shallow vegetation barriers that capture stormwater, along the southern curb of Mines Ave from Paramount Blvd. to Rimbank Ave. The project proposes to reconstruct non-compliant ADA curb ramps and sidewalk, in addition to LED street lighting, drought tolerant landscaping, planting of new trees, signage, striping, high-visibility crosswalks and traffic signal improvements including bicycle signal heads.
  • Washington Blvd Bridge Reconstruction: The Project proposes replacing the existing structurally deficient bridge with a concrete girder bridge. The bridge will be designed for 6 lanes with a median, sidewalks, bicycle lanes in each direction. Bike lanes installed by this project will be extended along Washington Blvd as part of future street improvement projects.

Senior Center ADA Parking Lot Project

  • The Senior Center ADA Parking Lot Project will kick-off on Wednesday, July 27th and will run through mid-September. The Senior Center will remain open.
  • The project consists of repairing concrete surface, slurry seal application, restriping parking lot stalls, replacement of wheel stop and ADA compliance components.

City of Pico Rivera Secures $17 Million in State Budget Funding for Rio Hondo Park & Smith Park Aquatic Center Renovations

  • On June 30, 2022, Governor Gavin Newsom signed the $308 billion California State Budget Bill into law, which included $8.5 million to renovate and revitalize Rio Hondo Park and another $8.5 million to renovate and revitalize the Smith Park Aquatic Center.
  • Due to extreme demand for park programming and the lack of park space in the city, the park is over-used and in a dire state of decline.
  • Currently at Rio Hondo Park, athletic fields have been reduced to dead grass and dirt making for harsh playing conditions; the handball and basketball courts represent decades of patchwork repairs to concrete and asphalt; and the restrooms are in dire need of accessibility improvements.
  • The Smith Park Pool has remained closed due to failures of both the pump and boiler systems, which have not been replaced since it was built in 1984.
  • We thank the leadership of Senator Bob Archuleta, Assemblymember Lisa Calderon and Assemblywoman Cristina Garcia for their leadership and for fighting to secure these much needed resources for our community.

Congresswoman Linda Sánchez Advances Funding for Community Projects Including $1.05 Million for the Pico Rivera PAD Park

  • On July 20, the US House of Representatives passed H.R. 8294, a package of six government funding bills that will lower costs for families and create good-paying jobs. Congresswoman Sánchez announced that she has successfully advanced funding for 11 community projects in the 38th District, including $1.05M for the PAD Park.
  • The PAD Park will transform the currently underutilized and blighted bus depot on Passons into a colorful and vibrant neighborhood park.
  • The designs for the PAD Park features 14 new canopy trees and drought resistant native landscaping, a grassy knoll and performance amphitheater, decorative fencing, creative solar panel shade structures, community based artwork, children's play areas, free Wi-Fi hotspot and architecturally designed shipping containers to be used as flexible community space.

  • On Tuesday, June 21st, approximately 45 fathers or father figures enjoyed a Father's Day luncheon and games.

Fireworks Spectacular - July 2, 2022

  • The City of Pico Rivera hosted its Fireworks Spectacular on July 2 at El Rancho High School. The event included food vendors, carnival games, jumpers, and live entertainment featuring Ernando and the Nando's and Neon Nation.
  • The event concluded with a 30 minute firework show. An estimated 12,000 residents attended the event.

Summer Food Service Program - Month of June

  • The City of Pico Rivera, in partnership with the California Department of Education and the USDA Summer Food Service Program began offering a free grab and go meal program for children ages 18 and under at 5 park sites throughout the City.
  • Volunteers assist with distributing breakfast and lunch to children, including members of the City Council.
  • For the month of June, 1,645 breakfasts and 4,105 lunches were distributed for a grand total of 5,750 meals provided to youth in our community.
