Minnesota Housing's 2021 Funding Selections Going Big So More Minnesotans Can Go Home!

Announcing Minnesota Housing's 2021 Selections

Every year, Minnesota Housing invites developers to submit their best proposals to create and preserve housing of all types that Minnesotans can afford. The Agency selects the multifamily, single-family and manufactured housing developments that meet community priorities and are poised to move once the funding is assembled. The developments described below were approved for funding on January 27, 2022.

These funding selections contribute to a total of $265 million in Minnesota Housing funding selections in 2021. These developments will result in 4,631 apartments and houses and will leverage additional private and local resources resulting in nearly $400 million in total development costs.

"Minnesota's unique financing tool, Housing Infrastructure Bonds, help us create some of the most deeply affordable homes for Minnesotans who make the least. 2021 Funding Selections At a Glance

Beyond its Consolidated Request for Proposals, Minnesota Housing selected additional developments in 2021 to create and preserve affordable homes through these programs: Manufactured Housing Grants, Multifamily Workforce Development Loans and Publicly Owned Housing Program Loans (POHP).

  • $32 million in additional selections made by Minnesota Housing
  • 3,214 single and multifamily homes created or rehabbed
  • 1,247 lots of Manufactured Housing for $7.5 million
  • 57 units of Workforce housing for $1.9 million
  • 1,870 units of Publicly Owned Housing for $14.7 million

Equity Impacts of the Selections

A third of the multifamily units will be deeply affordable:

  • 33% of selected New Multifamily units are deeply affordable (affordable to a household at 30% of area median income)

Affordability of Single-Family homes Selected:

  • Over 89% of Selected Single-family projects will serve households below 80% of area median income

Geographic distribution of Selections:

  • 12 Multifamily projects in the Twin Cities metro
  • 10 Multifamily projects in Greater Minnesota
  • 27 Single-family projects in Twin Cities metro
  • 9 Single-family projects in Greater Minnesota

Racially Diverse Development Teams

Projects/Development teams that include Black, Indigenous, or People of Color (BIPOC) Owned/Run Businesses or Women-Owned/Run Businesses:

  • 100% of Multifamily projects; all 22 projects
  • 56% of Selected Single-Family applicants
  • More than 64% of Single-Family households served in 2021 are from communities of color

Homes for specific populations:

  • 66 Multifamily units (6% of total) designated for people with disabilities (in 13 properties)
  • 444 Senior Multifamily units
  • 13 Single-family homes with 4+ bedrooms for large families
  • 355 Permanent Supportive Housing units

Minnesota Housing Selections, 2017 - 2021

Selections from the past five years include the Consolidated RFP, Housing Tax Credits, Publicly Owned Housing Program (POHP), Rental Rehabilitation Deferred Loan program (RRDL), Workforce Housing Development Program and Manufactured Housing.

Manufactured Homes Selections

Minnesota Housing board approved selections for the Manufactured Home Community Redevelopment Program RFP on January 27, 2022. In this program, funds can be used for water and sewer upgrades, storm shelter construction or repairs, electrical work, road and sidewalk improvements, and other infrastructure needs.

This year our Manufactured Housing selections are up threefold, thanks to commitments from the Minnesota legislature. We’re able to finance infrastructure upgrades that will improve 1,247 home lots in manufactured home communities located in every region of the state. The communities are a mix of ownership models including privately owned, city-owned, and cooperatively owned.

Woodlawn Terrace

Woodlawn Terrace is a manufactured home community in Richfield. Bev Adrian, pictured at right, is a homeowner in the community. In her conversation with Commissioner Ho, she describes the excitement of transferring the property to cooperative ownership. She also describes the water quality issues the residents face and how the Minnesota Housing infrastructure assistance will improve it.

Single-Family Selections

In 2021, 322 single-homes are included in the agency selections. The activities approved will include new construction projects (21%), including a number of affordability gap and downpayment assistance projects to help low-income households purchase new homes. Thirty-one percent of the units will be preserved through acquisition, rehabilitation, resale and owner-occupied rehabilitation, and 48 percent will be for stand-alone affordability gap/downpayment assistance. Selections include 68 new construction homes in areas with an increasing need for workforce housing.

Perspective from a first-time homebuyer

Community Land Trusts create permanently affordable homeownership opportunities through a one-time investment in the purchase of land and the underwriting of construction and repair costs.

Communities that will see new Community Land Trust developments include Douglas, Pope and Ottertail counties, city of Rochester, Scott County, Washington County, suburban Hennepin County communities, and the city of Minneapolis.

Multifamily Selections

Minnesota Housing is making 22 selections. These developments will create and preserve 1,095 units such as apartments and townhomes. Activities supported include building new multifamily developments, preserving existing multifamily developments through rehab, serving the needs of high priority households that have experienced homelessness, creating multifamily homes designated for people with disabilities, and creating rental homes for seniors with very low incomes.

Big Lake Station

74 new homes for seniors coming to Big Lake, Minneosta

Big Lake Station will be a new senior housing development in Big Lake, Minnesota, a small city of 10,000 near Monticello. Big Lake Station will have 74 units for individuals and couples, including 10 deeply affordable units. It will be developed by Aeon.

"We need it out here. I worked hard my whole life. I know I am lucky," says Louise Sandwick, resident of an Aeon senior living development. "I am comfortable here but there are a lot of people like me who can't afford high rents."

Multifamily Selections

Every year, Minnesota Housing selects a set of multifamily housing developments for funding. As usual, Minnesota Housing has selected projects from across the state for agency investments and tax credit allocations.
