Fire Communications Officer (FCO) National Certification
Course Fee: $375.00
This is a 40-hour national certification course is for the experienced and the inexperienced communications officer who desire certification in fire communications.
The course provides the 9-1-1 Officer with the knowledge and skills to understand the structure and function of the fire service and the role of 9-1-1 during a fire-related call.
NOTE: If possible, the course instructor will prepare for a local onsite visit to a fire station prior to the course. During the visit, the student will have many pieces of apparatus and equipment explained. The visit should be for an 8-hour shift. This may be a career, volunteer or combination department.

Basic 9-1-1 Officer Telecommunicator Certification (BTC)
Course Fee: $375.00
This 40-hour 9-1-1 Basic Communications course provides employees with the basic knowledge, skills, and experience to understand the functional operation of an emergency communications system, and their role and responsibilities within the emergency communications system.
This course meets the following National 9-1-1 Standards:
- APCO ANSI National Public Safety 9-1-1 Training Standard
- NENA 56-004 – TTY/TDD Call Handling Standard
- NENA 56-005 - NENA Call Answering Standard
- NFPA 1061
Basic 9-1-1 Communications certification eligibility requires minimum scores on the final written and practical exercises.

Emergency Medical Dispatcher (EMD) National Certification or NJ OETS EMD Certification
Course Fee: $375.00
This is a 24-hour EMD national certification course that certifies formerly trained and experienced emergency communications personnel with the NHTSA EMD National Standard Curriculum. It's primary purpose is to ensure that the student possesses the baseline knowledge and skills to function in the role of an Emergency Medical Dispatcher (EMD) as prescribed by the agency medical control.
National Certification Standards:
This program meets the following EMD national certification standards:
- NHTSA Standard 11
- ASTM 1258 (Standard Practice for EMD)
- ASTM 1552 (EMD Selection Criteria)
- ASTM 1560 (EMD Program Management)
Minimum scores on the final written and practical exercises are required for EMD certification eligibility.
Every student manual has a classroom copy of the entire NECI EMD Medical Protocols for role-playing during training. Students will participate in realistic role-playing scenarios.
Cardiopulmonary Resuscitation (CPR) is a prerequisite for this course. If you do not have a valid CPR Healthcare provider card, you will need to take a CPR course with this course at an additional fee of $55
Basic 9-1-1 officer (BTC) is a prerequisite for this course. You must provide a copy of your certificate in order to complete this course.

Instructor led BLS CPR Course AHA Healthcare Provider Course
Course Fee: $55 (FREE when taking BTC, EMD and FCO*)
*Must take all 3 courses to received CPR for no additional charge.
The BLS Course trains participants to promptly recognize several life-threatening emergencies, give high-quality chest compressions, deliver appropriate ventilations and provide early use of an AED.
In the Instructor-led course, students participate in simulated clinical scenarios and learning stations. Students work with an AHA BLS Instructor to complete BLS skills practice and skills testing. Students also complete a written exam.

Meet our staff and instructors
Shaun Pandolfi, EMD, BTC & FCO Lead Instructor
Shaun Pandolfi has over 20 years of experience in public safety communications and emergency services. Shaun started working as a public safety telecommunicator (PST) with the Ridgefield Police Department in Ridgefield, New Jersey, which at the time was a regional communications center serving as a public safety answering point (PSAP) for 7 Bergen County municipalities with a population of approximately 130,000 people by dispatching police, fire and EMS by providing call-screening.
Shaun has also worked as a staff emergency medical dispatcher (EMD) for Mobile Intensive Care Communications (MICCOM) and eventually a senior charge dispatcher (Shift Supervisor). MICCOM is a large, CALEA accredited regional emergency medical service dispatch agency which provides basic life support (BLS), Advanced life support (ALS), non-emergency dispatch, aero-medical evacuation dispatch and 9-1-1 EMD call screening for urban, suburban and rural areas of Bergen, Passaic, Morris, Sussex and Warren counties in New Jersey. The combined service area had a population of nearly 2.2 million residents.
Shaun is still working as a Public Safety Telecommunicator with Saint Clare’s Health Communications Center in Dover, New Jersey. Saint Clare’s Communications provides basic life support (BLS), Advanced life support (ALS), non-emergency dispatch services to Morris, Sussex and Warren counties in New Jersey.
Shaun is a NECI certified instructor for Emergency Medical Dispatch (EMD), Basic 9-1-1 communications certifications (BTC) and Fire Communications Officer National Certifications (FCO) as well as a AHA CPR instructor.
