The Pico Rivera City Seal
- Designed at the time of the City’s incorporation in 1958, the City Seal was recognized as the City’s official mark and endorsement symbol. It is used for “official” proceedings and ceremonial purposes.
- The overall design emblematically portrays the City’s place in the sun with the golden corona of a sunburst enclosing and highlighting the interior symbols.
- In the center of the seal, stands the family. The family dominates the seal as it does the City; Pico Rivera exists for the people.
- Surrounding the family on a sky blue background are the symbols that connect the past with the present and project the family into the future.
- At the top is the crossed sword, pike and helmet of the Conquistador, representing the City’s proud Latino heritage and the community’s first residents.
- To the right of the seal are the avocado, orange and walnut, reminders of the sprawling acres of citrus, avocado and walnut groves on which the separate communities of Pico and Rivera were born.
- The City Clerk is the official “custodian” of the City Seal and Logo which are protected by Government Code and the Pico Rivera Municipal Code and may be used for official documents executed by the City or its authorized officials. Any unauthorized use is prohibited.
Today, Pico Rivera is rich in the resources of urban life and continues to grow. But the people of Pico Rivera, the homes, the industry and the places of worship, remain the foundations of our community – and the building blocks of the future.
Pico Rivera City Commissions
The City Council establishes Commissions by Ordinance or Resolution. Advisory Boards provide important information to the City Council on a wide variety of topics related to the quality of life in Pico Rivera. A Commission is a standing body with more broad-based advisory duties and responsibilities relative to their specific area of assignment. Currently, the City has four (4) standing Advisory boards:
- Parks & Recreation Commission
- Planning Commission
- Sister City Commission
- Veterans Commission
The City of Pico Rivera's Sister City Partners are:
- San Luis Potosi, Mexico
- Mazatlan, Sinaloa, Mexico
- Tlajomulco de Zuniga, Jalisco, Mexico
Departmental Updates
Office of the City Manager
Community Town Halls Held Throughout City to Inform Residents of Community Revitalization Programs
- The City of Pico Rivera held Community Town Halls at the Senior Center and Rivera Park to provide residents with presentations informing them of citywide revitalization programs in addition to a public safety update from the Sheriffs department.
- Residents were engaged and provided valuable feedback to help frame the strategic direction of our community revitalization efforts.
- Meetings were also broadcasted on Zoom to allow residents with accessible options to tune in and provide their feedback.
The next Community Town Hall is scheduled for Thursday, March 2nd at 6:00 PM at the City Hall Council Chambers, join us and learn more about the future of Pico Rivera!
Community and Economic Development
Housing Element
- On February 2, 2023, the City released a second draft of the 6th Cycle Housing Element Update. The Housing Element is a component of the City’s General Plan which serves as a “blueprint” for how the City will grow and develop as it relates to housing.
- The draft address comments received from the California Department of Housing and Community Development, which the City is required to address prior to certification of the document.
- Once the Housing Element Update is certified, the City will be eligible for more state funding including the PLHA grant, which the City applied for late last year.
9003 Beverly Boulevard
- The City is set to release an Offering Memorandum to sell the vacant lot at the northeast corner of Beverly Blvd and Rosemead Blvd. The City will seek new and exciting retail or restaurant uses on the site.
- The property was acquired by the City in 2017 as part of the street widening project at the intersection. The State of California required the City to issue a Notice of Availability (NOA) for affordable housing on the site in November 2022 to comply with the Surplus Land Act; however, the City did not receive any letters of interest during the required 60-day period.
4865 Durfee Boulevard
- The Veterans of Foreign Wars Department of California has agreed to sell the former VFW Post 6315 to the City.
- The site will be an important component to the City’s plans to revitalize the Durfee Corridor.
- City Council approved the acquisition at a regular meeting on February 14th. The City hopes to close escrow on the site by the end of March.
Community Design Standards and Guidelines
- The City started a process to develop citywide design standards and guidelines for residential, commercial, industrial, and mixed-use developments.
- The purpose of this project is to create a robust set of design standards that will be consistent with State law aimed at addressing the housing shortage and create design guidelines that will shape the design of future development in the city consistent with the community’s vision and goals.
- On February 8, 2023 the City held the first Community Working Group meeting for the Citywide Design Standards and Guidelines project. The Community Working Group is comprised of stakeholders within the community that will serve as liaisons and representatives that will actively share their ideas to help make decisions about the project.

Public Works and Citywide Project Updates
Whittier Boulevard Landscape Median Improvements Project
- The landscape median improvements along Whittier Boulevard from Paramount Boulevard to the east City limits will promote low water usage and minimize routine maintenance by installing drought tolerant plants requiring infrequent pruning and ancillary hardscape.
- Construction began in October 2022 and is anticipated to complete the project in late Spring 2023.
Government Relations
Los Angeles Metro Board of Directors Unanimously Approves Motion for a Feasibility Study for a New Commuter Rail Station in Pico Rivera
- At its February 23 Regular Meeting, the LA Metro Board of Directors unanimously approved a Motion to initiate a feasibility study and strategic plan for a new commuter rail station in Pico Rivera.
- The Motion was authored by Supervisor Hahn, Chair Najarian and Director Dutra.
- This motion is a monumental step towards establishing a transit rich downtown district in Pico Rivera complete with a commuter rail station, Metro Light Rail L (Gold) line service on Washington Boulevard and Bus Rapid Transit service on Rosemead Boulevard.
Pico Rivera City Council Adopts 2023 Legislative Platform
- On February 28, 2023, the Pico Rivera City Council adopted its first ever Legislative Platform. The 2023 Legislative Platform was developed to support the successful implementation of the City’s adopted Strategic Plan.
- The Strategic Plan serves as the roadmap to advance the City’s mission, vision, and values by aligning the City’s resources and activities, the City Council’s policy direction, and the desires of residents, businesses, and community stakeholders.
- The City of Pico Rivera will advocate for funding opportunities and policy priorities outlined in this Legislative Platform and establish the City’s position on matters emerging in the Legislature. The Platform is designed to be flexible and nimble, allowing staff to proactively and immediately engage, advocate and influence the Legislature where possible and as necessary at all levels of government.
Congresswoman Sánchez Presents City of Pico Rivera with $1.05 Million Check for PAD Park
- On February 14, Congresswoman Linda Sánchez delivered a check in the amount of $1,050,000 to the City of Pico Rivera, funding she secured as part of the Consolidated Appropriations Act of 2023.
- The funding Congresswoman Sánchez secured will be used to transform the underutilized bus turnover facility on the corner of Passons and Jackson Boulevard into a vibrant neighborhood park.
The Passons Active Depot, or PAD Park will feature canopy trees, drought resistant native landscaping, creative solar panel shade structures, butterfly garden, play areas, amphitheater and small home-grown business incubation space.

Pizza with a Cop - January 11, 2023
- On January 11, the Pico Rivera Sheriff's department hosted Pizza with a Cop at Chuck E. Cheese.
- Children and their families were able to enjoy a day of pizza and fun games all while getting to know the Sheriff's who serve their community.
Friendly Seniors, Forever Young and St. Hillary Installation Events - January 18 - 24, 2023
- Mayor Lutz, Mayor Pro Tem Lara and Councilmember Camacho joined in on the festivities at installation events hosted by the Friendly Seniors, Forever Young and St. Hillary's Senior clubs.
Boys and Girls Club Ribbon Cutting - January 31, 2023
- On January 31, the Boys and Girls Club of Pico Rivera celebrated the grand opening of its new center next to Salazar High School.
- The Pico Rivera Youth Club is partnering with the Boys and Girls Club of Pico Rivera to organize events and participate in excursions.
- Members of the Pico Rivera City Council, El Rancho Unified School Board, and Supervisor Janice Hahn attended the ribbon cutting.
Senior Center Valentine's Day Dance - February 14, 2023
- On Tuesday, February 14th approximately 96 seniors enjoyed a fun filled afternoon with live entertainment by Yamila Guerra Latin Band and a delicious lunch from Norms.
- The sweet afternoon included raffles, unlimited pictures in the photo booth / selfie area and party favors.

Opening Day 2023 - Pico Fastpitch, Pico Rivera Pony Baseball, Pico Boys, and Rivera Baseball Association (RBA)
- Much like Vin Scully's wise words, as the winter gives way to Spring, rest assured, once again, it will be time for Pico Rivera baseball and softball!
- The month of March is an exciting time as our local baseball and softball leagues and associations start their seasons with Opening Day ceremonies.
- The City Council and staff look forward to cheering on our youth as they start their seasons!
But, you know what, there will be a new day, and, eventually, a new year, and when the upcoming winter gives way to spring, ooh, rest assured, once again, it will be time for Dodger baseball! - Vin Scully
