The teaching was reaffirmed several times. Pope Leo the Great used biblical, historical, and legal arguments to assert the primacy of the pope among all bishops.
In Luke’s Last Supper , Jesus confronts Peter and assumes that Peter will deny him, but then reassures him: “I have prayed that your own faith may not fail; and once you have turned back, you must strengthen your brothers” (Lk 22:32).
The First Vatican Council further defined papal infallibility. The Second Vatican Council began its teaching first on the ministry of the bishops and then addressed the pope in relationship to the bishops.
