Ensuring Safer Highways and Bridges

• Pennsylvania should no longer be known for rough roads and collapsed bridges.

• To incentivize natural economic growth and increase investment in our communities, Pennsylvania needs dependable roads and bridges. That’s why we are investing $175 million more in state funds for highway and bridge improvements.

• These funds will help meet the 20% match requirement for $4 billion in federal transportation infrastructure funds.

• Overall dollars committed to road and bridge improvements total $3.9 billion.

• This state budget significantly reduces the amount of Motor License Fund dollars used to support the PA State Police by $175 million annually, freeing up funding for road and bridge projects. (The General Fund will now support a larger share of PSP funding.)

Keeping the Keystone State a Key Transportation Hub

This state budget:

• Enhances the development of Pennsylvania’s ports through $11.2 million.

• Invests in the future of Pennsylvania’s airports as easy and safe hubs to transport Made in PA products with $12 million.

• Ensures the state’s rail lines continue to be safe and smooth with $12.2 million in state funding.

Infrastructure is More Than Just Roads and Bridges

A core government function is to ensure all Pennsylvania communities have access to clean water and reliable sewer systems.

• The Small Water and Sewer program, through the Commonwealth Financing Authority, is funded using $320 million in federal relief funds to fund grants for water, sewer, and stormwater infrastructure projects.

» PennVEST helps communities fund sewer, storm water, and drinking water projects.

» Will administer $22.5 million to implement the Pennsylvania Clean Water Procurement Program, which is supported by the Clean Streams Fund.

» Will administer the $240 million Drinking Water Revolving Fund.

» Will administer $201 million under the Water Pollution Control Revolving Fund.

• The Pennsylvania Broadband Development Authority will receive $279 million in federal money from the Coronavirus Capital Projects Fund to expand broadband access into underserved areas around the Commonwealth.
