The Blast City Manager Holstine's Weekly Update | March 4, 2022

We Stand in Solidarity with Ukraine

At their March 3, 2022 City Council Meeting, Mayor Mackin closed the meeting reading the above Proclamation, which expresses the City’s solidarity with Ukraine. Earlier in the week, we shared resources of how to help support Ukrainians. The Brisbane Lions Club has now set up a fund that will go directly to their fellow Lions in Poland. From their counterparts: "Thousands of people are on the border with Poland. Doors to Poland are opened. Polish people have their hearts opened and offer refugees food, clothing, medicine, and accommodations. Some people continue to move to the West - to other countries. Some of them want to stay in Poland (before the war, there were over 1 million Ukrainians living and working in Poland)." Thank you, Brisbane Lions, for standing up this site, and to all those that donate, thank you for helping refugees and displaced persons find the safety and security they desperately need.

City Hall lit up in support of Ukraine. Ukraine's flag was raised in the Community Park this morning by Public Works.

Earlier this week, City Hall became lit up in blue and yellow, the colors of Ukraine's flag, to show support for the people of Ukraine and the Ukrainian-American community. See below for additional verified organizations working to help Ukrainians:

  • International Rescue Committee (IRC) is on the ground and is mobilizing resources to support displaced families. Help here at rescue.org.
  • UNICEF is scaling up its emergency response in Ukraine as escalating conflict poses an immediate and growing threat to the country’s 7.5 million children. Help here at unicefusa.org.
  • Washington Post and Today articles with a list of additional resources.

Ms. Carr's 3rd Grade Field Trip to City Hall

We made the most of our virtual time with Ms. Carr's 3rd graders this past Wednesday! Some highlights:

  • Hearing how elections take place every even year from City Clerk Ingrid Padilla.
  • Learning from Finance Director Carolina Yuen they put together the City's budget, which forecasts what they expect the City to spend & receive in the upcoming period, and the audit report, which lays out what actually was spent & received - “kind of like report cards!”
  • Meeting a fellow Mountaineer in HR, Carla Solis, and hearing how HR is responsible for hiring all City employees.
  • Seeing the signboard graphic welcoming them to City Hall in the Communications Office.
  • Meeting City Manager Clay Holstine, who had just gotten off a weekly Zoom call with his Dept. Heads; he's who they all have as their boss!
  • Seeing who's behind the original muralist returning to Brisbane after 20 years to refresh the mural on the side of Midtown Market...that would be Asst. City Manager Stuart Schillinger!
  • Seeing a familiar face in Parks & Rec…Recreation Coordinator Sara Nahass and learning she was the one who placed the lights that light up City Hall throughout the year.
  • Getting a lay of the permit land from Planning Technician Alberto Viana, who showed them how to look up permits on the City's website.
  • Looking over GIS Manager Bob Sage's shoulder as he showed them where all the City's pipes are underground!
  • Suggesting to Mayor Mackin the new laws they'd make if in charge & realizing how they have to think about many different circumstances beforehand.
  • Watching Public Works Asst. Engineer Tomas Santoyo use the Safe Routes to School infrastructure to cross Visitacion safely & how the blue medallions indicate safe routes in Brisbane.
  • Meeting Officer Puppet & Officer Edgar for a tour through PD's report-writing and evidence rooms, and greeting CMDR Mario and Chief Lisa!
  • Getting a tour of Engine 81 where Firefighter Marco showed the engine & what was stored in the various compartments.
  • Seeing Public Works' vactor truck clean out a storm drain; the water shoots out at 600 psi to gather the debris.

We had a great time touring you around City Hall! And thank you for the adorable Thank You notes. Hope to see your faces in-person or in a meeting soon.

Vactor Truck In Action!

Public Works' vactor was seen quite a bit this week around town. The largest vehicle by far in their fleet...this tank truck is designed to vacuum up mud when at a job site if a water line needs to be repaired, or leaves and debris from just under a storm drain grate. But on Monday, it was being used on Old County, Park Lane, and Solano to rid root intrusion from nearby trees and shrubs, whose roots had found their way into the line; the City's water lines are joined together with compression fittings, so every 3 months, Public Works goes out with the vactor to certain areas to clear roots and any other solids from the line. This is done by shooting water out of the root cutter attachment at 2,000 psi - that kind of hydraulic pressure can put a hole in your hand.

Scoping Meeting for Sierra Point Towers: March 15

A Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the Sierra Point Towers Project has been released. The project includes demolition of the existing parking garage and surface parking lots on the project site located at 2000 Sierra Point Parkway and 8000 Marina Boulevard and construction of two new office/life science buildings, an amenity building, and a new parking garage. The two existing office buildings on the project site would be retained and incorporated into the site design to create a life science campus.

A virtual scoping meeting will be held on March 15, 2022, at 7pm to solicit input from the public and agencies on specific topics they believe should be addressed in the environmental analysis. Written comments and suggestions as to the appropriate scope of analysis in the EIR are invited from all interested parties and can be provided during the scoping meeting or directed to Kelly Beggs via email at kbeggs@brisbaneca.org by 5pm on March 29, 2022.

Apply for a Permit Online

The pandemic resulted in a variety of operational pivots being made. One of those was the Community Development Department beginning to take all submittals for Building and/or Planning Applications fully electronically. From the GreenVue Permit Center, you can also view your property's permit activity (from 2012 and on), estimate building permit fees, or file a code enforcement complaint. If you'd like to come to City Hall to file your application in-person, there are now two stations to do just that! Staff is able to view what the public sees on their end, so can easily guide one through the process if necessary. Please visit during our public walk-in hours, which expanded this week to Mondays and Thursdays: 9am-4pm. You can also view your property's permits that were granted prior to 2012 at this time. Masks are required if coming in-person for anyone over the age of two. Thank you for your cooperation!

Farmers' Market: Thursdays in the Park, 2-6pm

Find fresh produce, hummus, tamales, handcrafted baos, fresh-popped kettlecorn, delicious Japanese food, and ice cream at Brisbane's weekly Farmers' Market. This past week, due to the rain, the market was set up under the Gazebo. Mountain Fresh, who's always the first to arrive and set up, makes that determination upon arrival so that the other vendors can follow suit if they so choose. Thank you for your support of the market!

New City Hall Hours as of March 1st

The exception is Parks and Recreation’s Afterschool program, which as of yesterday (3/3), to align with the Brisbane School District, transitioned from requiring masks outdoors to strongly recommending them.

City Hall is now open two (2) days/week on Mondays from 9am-4pm, and Thursdays from 9am-4pm. Staff remains accessible by phone and email; we highly encourage use of our Online Services to keep the community and staff healthy during this time. As a reminder, masks are still required to be worn at City Hall until further notice. Disposable masks are available if you don't have one. Thank you for your cooperation!

Curative hopes to offer testing again in Brisbane starting March 10th. You can find alternative testing sites at smcgov.org/testing. They're offering walk-up PCR testing, Tuesdays through Saturdays, 8am - 4pm, at no cost to the recipients.

Starting next week, U.S. households will be able to place a total of 2 separate orders for free, at-home COVID-19 rapid tests (4 tests per order). If an order was previously placed for your address, please check back the week of 3/7 to place a second order at https://special.usps.com/testkits.

According to the County Health Department's data dashboards, Brisbane has had 603 confirmed historical cases. Brisbane resident Amrit Lall has been keeping track of the historical cases released per week, and let us know that Brisbane recorded only 4 new COVID-19 cases this past week. We are trending in the right direction, but we shouldn't let down our guard as we continue to see signs of life returning to "normal" around us.
