Our Impact Council exists for one reason: to support the development of high quality hub projects with measurable impact across the community. 10-15 Impact Council members will contribute 15-20 hours of volunteer time per month to co-create strategies to achieve impactful projects, work with Impact Officers and help connect local efforts for stronger collaborations.

Please note that Impact Council members do not have the power to make commitments on behalf of the community. They serve in an advisory role, not a decision-making role.
Roles and responsibilities
Our Impact Council leverages the diverse skills, networks and experiences of Shapers around the world for the benefit of the community. We operate as one team and specifically:
- Ensure activities respect our Charter, Values, Code of Conduct and Anti-Harassment Policy
- Work with Community Champions and HQ to implement impact frameworks and strategies aligned with the community's theory of change and impact areas
- Identify barriers to achieving impactful projects and create solutions to address them
- Provide support to Impact Officers and project leads to advise on their hub projects including on project planning and impact measurement, partnerships and TopLink submissions
- Co-develop training opportunities to build knowledge and facilitate exchanges around impact, including through the Impact Officers Curriculum
- Help connect local efforts for more effective collaborations, specifically by supporting cross-hub initiatives and leading the development of community sessions on our impact areas
- Review, innovative and strengthen the official impact guides of the Global Shapers Community
The Impact Council is steered by 2 Co-Chairs appointed by the Head of the Global Shapers Community. Co-Chairs facilitate Impact Council meetings and serve as the HQ focal point.
Eligibility and term
For this term, Impact Council members serve an 18-months term.* They are active from 1 January 2022 to 30 June 2023. The applicants must:
- Be role models of our values and have a proven track-record of community leadership
- Reflect our diversity in terms of geography, gender, expertise, experience and language
- Be a Shaper for two or more years or an Alumni, with working proficiency in English
- Have strong interpersonal skills and experience driving engagement and mobilizing members
- Have experience in project planning and management, impact measurement, TopLink project submissions, the Project Planning and Tracking Template and partnerships
- Thrive in a fast-paced role where flexibility and a self-starting attitude are must-haves
- Ideally, have experience delivering training opportunities (though not required)
*Members of the Advisory or Alumni Councils and Shapers serving as Curators, Vice-Curators or Community Champions are not eligible to join the Impact Council during their mandate. To successfully serve its mission, each leadership role requires dedicated time and energy and should be a member's central focus.
Application and selection
Applications are launched every two years. The new application to join the Impact Council will be launched in spring 2023. Candidates that meet the eligibility criteria will be invited to apply by filling in the application form explaining why they would like to join the Impact Council. Applicants will be asked to share their experience in leadership, driving impactful projects and mobilization strategies.
This process is designed to be open and transparent. All Shapers who apply are treated equally.
IMPORTANT: If members should not be considered (because they are inactive or have not upheld our values), Curators should remove them from the hub in accordance with our official guidelines.
Selection process
- Once applications are submitted, HQ checks to ensure eligibility criteria are met
- Applications are reviewed and shortlisted by existing Impact Council members
- Impact Council members make a final recommendation to the Head of the Global Shapers Community
- The Head of the Global Shapers Community finalizes and approves the composition
- Newly approved Impact Council members are informed of their selection and begin their onboarding in December 2021 with an official start date of 1 January 2022

Who makes up the Impact Council?
The Impact Council is comprised of no more than 15 Shapers and/or Alumni. All Global Shapers and/or Alumni with two or more years of experience in the community are eligible to apply. Review the eligibility criteria and ask previous Impact Council members about their experience to learn more.

What are the minimum requirements of members?
- Attend one Impact Council meeting per month
- Participate in regular touchpoints with Global Shapers HQ and Community Champions
- Interact with Shapers online and face-to-face to help communicate strategic decisions and provide support
- Facilitate 1-2 training sessions per year (for example, in the Impact Officers Curriculum or at SHAPEs, the Annual Curators Meeting or the Global Shapers Annual Summit)
- Contribute to other strategic initiatives and/or projects of the Impact Council
As ambassadors of the community, Impact Council members are expected to meet or exceed these minimum requirements. These responsibilities should be considered as your primary contribution to the Global Shapers Community and we encourage you to seek endorsement by your hub, as this is a big role and make take some of your attention away from hub affairs.
What other Governance Bodies exist?

- Advisory Council: ensures members are directly involved in our governance.
- Community Champions: provide one-on-one support to hubs worldwide.
- Alumni Council: oversees the Alumni Network and its activities.*
- Impact Council: strengthens and evaluates our impact at the global level.
Can Impact Council members be terminated?
Yes. If an Impact Council member cannot meet minimum requirements, or breaches the mandate or non-disclosure agreement, they may receive written notice from the Co-Chairs. If non-performance persists, the Head of the Global Shapers Community reserves the right to terminate the Shaper’s membership. Breach of the NDA may also result in immediate expulsion.
