There is a Housing Program (that can pay up to 18 months of rent and utilities).....

Housing Stability and Utility Assistance Programs

DES provides low-income renters and homeowners with financial relief for housing and utility expenses. *Unfortunately Glendale did not want to work with this program so Glendale residents are ineligible

Your situation MUST be impacted somehow by COVID, but they are more flexible at what that can look like-Be robust and descriptive in your application. You can talk about the rate increases (as a result of covid), etc...

Glendale Crisis Assistance Programs

Funding limitations have reduced a lot of what the Glendale CAP program is helping with at this moment. Although they terminated all applications (Dec 2022) and have no intention at the moment to reopen their Housing Assistance fund, they may open them up at any time, so check this site for updates and talk to them to get redirected.
