what is a "voter registration drive"?

A Voter Registration Drive is any individual or organization acquiring voter registration applications for distribution to citizens and/or assisting applicants with the completion or submission of their voter registration applications.

Such individuals are subject to applicable state and federal laws.

who can conduct "Voter Registration Drives"?

Any individual or organization may distribute voter registration applications.

Individuals and/or organization are subject to all applicable state and federal laws.

who should register to vote?

Any eligible voter:

  • Not registered in Washoe County
  • Who has changed their residence
  • Who wants to update their political party
  • Has changed their name

voter registration eligibility

  • Must be a citizen of the United States
  • 18 years of age by the next General Election
  • Is 17 years of age and wishes to pre-register to vote
  • Resident for 30 days in the county
  • Resident in the precinct for 10 days
  • Not laboring under any loss of civil rights that would make it unlawful to vote, such as a guardianship (individuals with felony convictions are eligible upon release from prison)

confidential information

  • Nevada Drivers License or Nevada Identification number, Social Security number and email address are always confidential.
  • Birthdate, Party Affiliation, Residential and Mailing address, Phone number are public information.
  • A Voter can request in writing for their information to be withheld from the public (address & phone only).

same day voter registration

Individuals can register to vote and cast a ballot at any Early Voting or Election Day polling location.

Must have acceptable proof of identification with current residential address. Only a Nevada Driver's License or Nevada ID will be accepted.

Existing Voters can update their voter registration information if they have the above.

Mail-in ballots

All active registered voters will automatically receive a mail-in ballot. They have the option to opt-out.

Online voter registration or updates 14 days prior to election day will receive a mail-in ballot. After that time period a voter must appear in person to vote.

Requesting voter registration applications

Any individual or organization requesting 50 or more voter registration applications are required to complete a "Mail-In Distribution Plan" form.

First 50 applications in a calendar year are free then the cost per application is $0.10.

Local County Clerk, Registrar of Voters or Secretary of State's Election Division has voter registration applications.

Responsibilities of being a custodian of voter registration applications

  • Obligated to maintain control of the forms by keeping a record of all application numbers in numerical order and the names of the persons to whom they have been issued.
  • Inform the Registrar of Voters office of any special events or locations you will be soliciting voter registrations.
  • Secretary of State has the authority to reclaim voter registration applications if they are being misused.
  • Washoe County Registrar of Voters or the issuing County Clerks also has that same authority.
  • The issuing entity are the owners and at any time can ask that they be returned.

how to complete a voter registration application

box 1 - required

  • Are you a citizen of the United States?
  • Will you be at least 18 years of age on or before election day?
  • If you checked "No" to the above question but are at least 17 years of age, do you wish to preregister to vote?

Applicants Name

Applicants legal name exactly how it appears on their Nevada Driver's License or Nevada Identification Card or Social Security Card.

Residential Address

  • Must be home address where applicant claims residency.
  • Address must be complete, including apartment numbers if applicable.
  • Should not be a business address unless they live there.
  • No PO Boxes or Mail Services.

All active registered voters will automatically receive a mail-in ballot for all elections. They may choose to opt-out by completing a form.

address for college students

  • College students may register where they are attending school or from the address they just moved from (i.e. parents' home)
  • Dorm addresses are recognized as official residences; however the Post Office does not deliver to dorms.
  • To receive election material a mailing address is needed.

address for the unsheltered & homeless

  • Residence is required and they can use the four streets surrounding where they stay or the address of the shelter they frequent.
  • Mailing address can be General Delivery.

  • Optional - if left blank, election material will go to residence address listed in Box 3.
  • Address must be complete if filled out.

Date of Birth

  • Must be month, day, and year of birth.
  • Make sure applicant writes birth year and not current year.

Place of Birth

  • Place of birth listed as State or Country.

Box 7

Telephone Number

  • Telephone number is optional and is public information.

Identification

  • Nevada Driver's License
  • Nevada Identification Card
  • Social Security Number

Not acceptable

  • Seasonal Permits
  • Driver Authorization Card
  • Out of State Government Issued IDs

The third box will be marked if the applicant HAS NOT been issued any of the acceptable forms of identification.

Box 9

Domestic or Overseas Military Status, US Citizens Overseas

  • Military members (their spouse and dependents) may include their status for voting purposes.
  • US Citizens living or working overseas also use this option.

County Clerk or Registrar's Office will reach out to the applicant and provide additional information specific to their circumstances.

Box 12 - required

Political Party Affiliation

  • Applicant may choose only one party.
  • Party choice must be very clear.
  • All political parties end with the word "party".
  • Parties are listed alphabetically.
  • Draw a line through incorrect choice, voter initials, then makes new selection if they made a mistake.

Closed Primary state

  • Must vote the party ballot for which you are registered.
  • Minor Party or nonpartisan will receive a nonpartisan ballot for the Primary Election.

Signature Box

  • Must be signed and dated by the applicant.
  • Power of attorney does not apply to election matters.
  • X or any mark is acceptable for signature if applicant cannot sign.
  • Approved signature stamp can be used by someone who is physically disabled.

Box 14

Applicant's Previous Name & Address

  • Partial information is acceptable.
  • Previous State/County will be notified.
  • Assists our data entry clerks to identify an applicant.

Box 15

Information of Person Assisting

  • Anyone can assist an individual with completing a voter registration application.
  • If you put pen to paper, you will need to put your information in Box 15.
  • This box does not apply to Field Registrars, or employees of a voter registration agency.
  • Failure to complete and sign is a felony.
  • NAC 293.440 states elector (applicant) is to ask for assistance.

missing information or voter mistakes

  • Double check the voter registration application before the applicant leaves. This is the best way to avoid any mistakes.
  • It is ok for the applicant to draw a line through incorrect information and write in correct information.
  • If you discover missing information or the applicant made a mistake after they have left DO NOT VOID THE APPLICTION OR THROW IT AWAY!
  • Any missing information will be handled by our office when the application is received.
  • Let the voter mail in the Voter Registration Application if they choose to do so.

voiding a voter registration application

  • Voiding a voter registration application is only done in the presence of the applicant.
  • Draw a diagonal line through the application form and briefly state the reason for voiding the application (e.g. lives out of state)
  • Have the voter sign their first and last name on the diagonal line.
  • If the applicant completes a new voter registration application, keep the voided application with the new application to be turned in together.
  • Voided voter registration applications must be turned regardless of the situation.

Applicant's Receipt

if you are returning the application to our office on behalf of the voter, your name or the organizations name is written on the receipt along with contact information for the county clerk or registrar.

tracking applications

  • Place your name or initials or the name of your organization on each application.
  • If the Registrar of Voter's Office has any questions concerning a specific application or if we see a trend in missing or incorrect information, we can then easily contact you or your organization.

don'ts of voter registration

  • Knowingly register a person who is not a qualified elector or a person who has filed a false or misleading application to register.
  • Alter, deface or destroy an application that has been signed by an elector except to correct information contained in the application with the approval of the elector.
  • Influence an applicant's political preference or party registration.
  • Make a statement discouraging the applicant from registering to vote.
  • Refuse to register anyone because of that person's political party affiliation or beliefs.

public property

  • Contact the relevant city, county, state or federal entity and notify them of your intent.
  • Are there time, place, and manner restrictions.
  • Specific areas are designated for gathering signatures on a petition, not for conducting voter registration drives.

private property

  • First request and secure permission from management.
  • Shopping malls and grocery stores are considered private property as well - conducting a voter registration drive on private property without permission may be treated as trespassing.

is it legal to provide compensation for registering voters?

no

Pursuant to NRS 293.805, it is unlawful for any person to provide compensation for registering voters based on either the total number of voters a person registers or the total number of voters a person registers in a particular political party.

Violation of this provision results in a category E felony.

registration date

When conducting a voter registration drive, the voter is considered registered on the date the completed voter application is received and date stamped by the Registrar of Voters Office.

Pre-Voter Registration (17 years old) are registered the date we receive the application, however not eligible to vote until they turn 18 years of age

Nevada Voter Registration Card

Nevada Voter Registration Card should be received within 10 days (after the application has been returned to the Registrar of Voters).

If applicant does not receive his Nevada Voter Registration Card, encourage them to contact the Registrar of Voters Office to confirm their registration.

Pre-Registration (17 years old) will receive a letter confirm their application has been received. They will receive a Nevada Voter Registration Card when they turn 18 years old.

What is a Field Registrar?

As a Field Registrar you are an agent of the Registrar of Voters

Field Registrar Application/update

field registrar responsibilities

  • Your primary responsibility is to register eligible voters within Washoe County.
  • When serving in this capacity, a Field Registrar must remain completely Non-Partisan at all times.
  • Wear your Field Registrar badge when registering voters.
  • Keep your address and phone number current.

field registrars should not....

  • Refuse to register anyone because of political party or beliefs.
  • Discuss political issues, questions or candidates.
  • Register voters while circulating a Petition.
  • Influence a person's choice of political party.
  • Refuse to register a qualified elector.
  • Wear partisan clothing or display political preference.
  • Exchange blank applications with another field registrar.

Your appointment can be revoked if......

  • You file as a candidate for any office
  • Lose or fail to return completed applications within 10 days.
  • Fail to turn in completed applications immediately after close of registration.
  • Delegate your duties to another person.
  • Predate, postdate or change the date of an application.
  • Fail to complete the "Notice of Intent" form after close of registration for a General Election.

Returning unused voter registrtion applications

Per NRS 293.505 section 5 if you have in your possession unused voter registration applications, within 5 days after the fifth Sunday preceding any general election a field registrar shall return all unused applications.

Notice of intent

It is the Field Registrar's responsibility to complete and return his or her Notice of Intent from to the Election Department in a timely manner.

  • The Notice of Intent form is required 5 days after a General Close of Registration.
  • All unused applications must be returned.

Never:

  • Solicit a vote for or against a particular question or candidate;
  • Speak to a voter on the subject of marking his or her ballot for or against a particular question or candidate; or
  • Distribute any petition or other material concerning a candidate or question which will be on the ballot for the ensuing election, while registering an elector.

Engaging in political activities

Field Registrars shall not engage in political activity on behalf of a candidate, political party or body, or ballot issue or question while actually conducting the duties of their office.

Ask to see a current and valid government issued, picture ID with the applicant's first and last name.

  • Check the Field Registrar box in the "Official Use Only" gray box area.
  • Put your name in the "received by" box on the lower right-hand side of the form.
  • By checking the Field Registrar box and writing your name in the "received by" box indicates to our office that you have seen identification for the applicant.

  • If you are not able to confirm the applicant's ID, check the "Mail" box in the "Official Use Only" gray box area.
  • Do NOT put your name in the "Received By" box.
  • Marking the "Mail" box and leaving the "Received By" box blank indicates to our office that you have NOT seen identification for the applicant.

By law, when you retain the applicant's form, it is mandatory for you to give the applicant his receipt with your name on it.

Write our contact information on their receipt in the designated area.

If the applicant chooses to keep the form....

  • Give application to the applicant with the receipt attached.
  • Do NOT put your name anywhere on the application or receipt.
  • Document the application number on the Field Registrar Transmittal Sheet as a hand-out.

Returning applications to the Election Department

  • By law, all completed applications must be returned to the Election Department within 10 days of the applicant's signing date or by Close of Registration, which ever comes first.
  • All applications must be accompanied with a transmittal sheet for our records.

Applicants contact our office on a regular basis to verify their registrations and to check the status of their Nevada Registration Cards

  • DO NOT dispose of or destroy voided applications.
  • Document voided applications on the Field Registrar Transmittal sheet and turn it in with the completed applications.
  • Applications are checked against the transmittal sheet.
  • Transmittal sheets are filed in our Field Registrar folder for retention.
  • Applications are then entered and we mail out Voter Notification cards weekly.

purpose of a transmittal sheet

  • The transmittal sheet is documentation for the Election Department to keep track of assigned applications and to identify voters registered by Field Registrars.
  • State agencies are also required to use transmittal sheets.
  • Put your contact information on the top of the transmittal sheet.
  • Sort applications numerically by application number or put in the order listed on the transmittal sheet.
  • Document required information on the transmittal sheet, including voided applications.
