General Municipal Election - November 8, 2022
- The City of Pico Rivera will conduct a General Municipal Election on Tuesday, November 8, 2022 for two seats on the City Council. These positions are currently held by Councilmember Gustavo V. Camacho and Councilmember Raul Elias and are for a four-year term expiring November 2026.
- The nomination period for interested candidates will be open from Monday, July 18, 2022 to Friday, August 12, 2022, 5:00 p.m. Candidates must be a Pico Rivera resident and a registered voter in Pico Rivera.
- A $25 fee is required to file the nomination papers, together with additional costs for the printing of candidate statements on the sample ballot. Nomination packets, which are included with the official Candidate’s Handbook, are available at the City Clerk’s Office, City Hall, 6615 Passons Boulevard, during regular business hours, beginning July 18, 2022.
- All required documents must be officially filed with the City Clerk’s Office no later than 5:00 p.m. on Friday, August 12, 2022.
- The City’s General Municipal Election is being consolidated with the County of Los Angeles. If you are interested in participating in the November 8, 2022 election as a precinct worker, please contact the County Registrar Recorders office at 562-466-1373.
Veteran's Commission
- The City Clerk's office is still accepting applications for the Veteran's Commission.
- Veteran's Commission will serve as an advisory board.
- Applications for the newly formed Veterans Commission are being accepted by the City Clerk's office.
- Terms of commission are for two years.
- Members will receive a $75 compensation for each meeting attended.

Advisory Boards provide recommendations to City Council on policy issues, provide recommendations to their functional area through their staff liaison, promote and provide citizen input as well as provides an opportunity for residents to participate in local government
COVID-19 Updates
COVID-19 Testing at Pico Rivera Sheriff's Station
- COVID-19 testing continues at the Pico Rivera Sheriff's Station. No Appointments are necessary, minimal wait times.
- PCR testing remains free with results within 24 hours. Rapid testing is now a fee-based test that will be billed to your insurance. Please ask testing site staff for details.
- Testing available Monday - Friday 8:30 AM - 6:00 PM and Saturday and Sunday 9:00 AM - 4:00 PM.
- Vaccination/Booster Clinic at the Pico Rivera Senior Center has concluded. A total of 952 vaccines were administered between October 2021 and May 2022.

Virtual City Hall is Going Live!
Flock Safety Camera Technology Deployed to Improve Public Safety
- The City of Pico Rivera has partnered with Flock Safety and the Pico Rivera Sheriff's Station to deploy the Flock Safety Falcon Vehicle Fingerprint Camera system throughout the City.
- The Flock System is composed of 36 cameras operating 24/7 that will be able to identify vehicles by body type, make, color, license plate and unique features like decals, stickers and accessories.
- A traceable vehicle fingerprint is created that will allow law enforcement to locate vehicles reported to them with actionable evidence even as the suspected vehicles enter or exit city limits.
- The vehicular fingerprints will allow Pico Rivera Station to share suspect vehicle descriptions and locations with neighboring city law enforcement agencies, helping reduce crime and close cases.
City Streetlights Converted to Energy Efficient LEDs
- Through the Southern California Edison (SCE) Option E program, 1,236 High-Pressure Sodium (HPS) streetlight fixtures attached to wooden distribution poles were converted to Light Emitting Diodes (LED) fixtures which are much more energy-efficient.
- Lights were converted to GE Roadway lights to remain uniform with the retrofit the City completed in November 2020 with Tanko Lighting. To convert the lights, there were no costs, risks, operational responsibility, or liability risks to the community.
- With the streetlight acquisition and conversion project completed, and the conversion of remaining SCE-owned lights to LED-fixtures, the City will deepen its energy cost savings even further.

- A long-term financial planning process allows decision-makers to focus on long-term objectives, encourages strategic thinking, and promotes overall awareness for financial literacy in an organization.
- Long-term financial planning relates to strategic planning, financial policy development, capital improvement planning, and budgeting.
- When we read the article “10 Steps to Long-Term Financial Planning” from the Government Finance Officers Association website, we could not help but use it as a Key Performance Indicator (KPI) measurement for the City of Pico Rivera (the City’s) financial planning process.
- As you can see from the table below, the City’s Long-Term Strategic Vision has allowed us to get on track with Best Practices fulfilling all ten goals below:
Community and Economic Development
Mobile Home Rent Stabilization Program
- At the beginning of the year, City Council adopted Ordinance No. 1153 establishing mobilehome rent stabilization in the City.
- This month, CED staff began to develop the Mobilehome Rent Stabilization Program to address unreasonable increases in mobilehome park space rents to help preserve affordable mobilehome space rents within the city while permitting mobilehome park owners to receive a fair return.
- CED staff is currently working with the six mobilehome park owners to educate them about the program and enroll them in the first annual registration of the 405 mobilehome spaces throughout the city.
- Staff is also looking into working with LA County to organize an Oversight Commission to provide administrative review relating to appeals from mobilehome owners and renters.
Community Development Block Grant (CDGB) Business Grants
- The Small Business Grant Program has been so successful that we are expanding it…again!
- So far, the Small Business Grant Program has given 25 grants to Pico Rivera businesses during the COVID pandemic.
- The program will be receiving an additional $100,000 in CDBG funds to expand along with a $50,000 grant from the County of Los Angeles’ Executive Office, for an additional $150,000.
- These funds have been instrumental in assisting businesses impacted by COVID-19 with funds to pay rent, labor, and other business-related expenses.
Habitat for Humanity Assists With Excessive Overgrown Vegetation Clean-Up
- This month, City staff worked with Habitat for Humanity to assist with a code enforcement case of extreme overgrown vegetation on a residential property over a quarter of an acre in size.
- Volunteers from Habitat for Humanity, Potter's House Church, and a landscaper worked several shifts over 4 days to cut down massive trees, weeds, and remove inoperable vehicles from the site.
- The cleanup included removal of numerous trees that posed serious fire hazards both to the home and neighboring properties and had generated many calls from concerned residents over the years.
- The City is partnering with NASA Waste Management to complete the final removal of debris from the site.
New Businesses and Developments
Acquisition in Progress for Passons Active Depot (PAD) Park
- The City was awarded a $1 million grant by LA County for the acquisition of the property located at the southwest corner of Passons Blvd and Jackson St.
- The City plans to develop the property into the PAD that may include an amphitheater, bike racks, artwork, and other amenities.
- The property is a former Montebello Bus Lines and Metro terminal owned by the City of Montebello. City staff is working closely with Montebello to acquire the property by late 2022/early 2023.
Warmington Homes - 45 Unit Townhome Development
- City Staff is scheduled to take Conditional Use Permit No. 751 to the Planning Commission for recommendation for approval by the City Council on July 11, 2022.
- Staff received an application from Warmington Homes to develop a 45-unit townhome development which features three-story attached townhomes in clusters of three units, ranging in size from two and three bedrooms (1,379-1,668 square feet).
- The project includes a total of 90 vehicular parking spaces within attached two-car enclosed garages and seven unenclosed guest parking spaces. The project also includes on-street parking spaces in front of the project development.
- Access to the project site will be located on the southeast portion of the site from Stephens Street via a two-way driveway and gated controlled entry. An additional 26’ wide fire access entry on the southwest portion of the site at Stephens Street and Durfee Avenue is also proposed.
- The site would be accessible by pedestrians via an accessible path near the gated entry adjacent to the driveway. If recommended by the Planning Commission, the item will be taken to the City Council for final approval.
Beverly Crossing - 9036 Beverly Blvd.
- The Beverly Crossing project will consist of a 2-story 54,000 square foot commercial development in a 1.6 acre site. The previous structure was demolished in 2009 (previous Big Lots site) and has remained vacant since.
- The first floor will consist of a proposed grocery store and 3,800 square feet of retail space with drive through access (3 tenant spaces). The second floor will consist of a proposed gym as well as additional parking.
- Construction is estimated to begin by end of 2022/early 2023 and is expected to have a 2-year construction schedule.
Public Works and Citywide Project Updates
City to Complete Cape Seal Project in Early July
- Manhole Adjusting Inc., a local Pico Rivera contractor is contracted to grind, and install a cape seal treatment on several streets in the city.
- The contract is for approximately $1.2 million dollars.
- It includes improvements to access ramps on the treated streets.
- The work began in late May and will conclude in early July.
Rosemead Blvd Resurfaced from Whittier Blvd to Gallatin Rd.
- R.J. Noble is the contractor who is grinding and overlaying Rosemead Blvd from Whittier Blvd to Gallatin Rd.
- The contract is for approximately $1.2 million.
- The paving is complete and the final striping will be completed by July 1st.
Government Relations
City of Pico Rivera Staff Remain Actively Engaged with U.S. Army Corps of Engineers Throughout the Whittier Narrows Dam Safety Modifications Project
- At the June 14th City Council Meeting, the U.S. Army Corps of Engineers (USACE) provided an update on the Whittier Narrows Dam Safety Modification Project (Project).
- City staff remain actively involved in discussions and coordination with the USACE to ensure optimal communication and information sharing throughout the Project, including the needs, its benefits and its impact to the community.
- On May 24th, City Staff met with Rich Byrd, Director of Regional Business for USACE at the Project site to discuss the Project's impact to the community.
- On June 15th, City staff hosted a workshop on the dam's inundation scenarios and emergency action planning. Staff from USACE, LA County Fire, LA County Sheriff, and LA County Public Works and Flood Control participated.
Staff continue to lead communication efforts in the community and are actively engaging all levels of government to advocate for legislative support and funding to mitigate the impacts of the Project on the City's parks, open space and Sports Arena.
City of Pico Rivera Awarded $481,729 in California Outdoor Equity Grant Funds for Rio Hondo Park Nature Program
- The City of Pico Rivera submitted an application to the CA State Grants Department for the Rio Hondo Nature Program through the Outdoor Equity Grants Program in October 2021.
- In late May 2022, the City was one of 125 Communities that was awarded the new Outdoor Equity Grants Program within the State of California.
- The Rio Hondo Nature Program is 100% funded in the amount of $481,729. This Outdoor Equity Grants Program funding will help in establishing local activities and trips to natural areas for underserved communities such as the Rio Hondo Park community.
- The Rio Hondo Nature Program will also empower youth and families with outdoor leadership education, career pathways, environmental justice engagement, and access to nature.
- This Rio Hondo Nature Program Grant investment will expand equity and access through a combination of 60 activity days and trips to natural areas to almost 2,000 youth and families in the Rio Hondo Park community over the course of four years, so they can enjoy immense natural beauty of California and inspire a new generation of environmental leadership.
Community Events & Programming Recap
Memorial Day Event - May 30, 2022
- Over 500 hundred guests attended a very special Memorial Day Ceremony on Monday, May 30, held at the Pico Rivera Veterans Memorial Plaza & Eternal Flame Monument. The event honored and remembered our fallen armed forces heroes.
- The event included posting of colors by the Valley Veterans Memorial Team, a bag piper, Taps trumpet performance, a 21-gun salute, guest speakers Paul Camacho and many ceremonial tributes. A complimentary breakfast was provided prior to the ceremony.
Pico Rivera Go Getters vs. City Hall - June 3, 2022
- The Pico Rivera Go Getters and staff from Pico Rivera City Hall squared off during the annual Go Getters vs. City Hall Softball Game. After a two-year hiatus, the game took place on Friday, June 3 at Smith Park and featured close to two-dozen staff from various City Departments and four City Council members taking on various members of the Go Getters teams.
- In a 10 inning nail biter, the Go Getters emerged victorious with a final score of 8 to 6. This annual softball game has been a tradition since 1998 with 23 games now in the books. With the Go Getters win, the Go getters have a winning record of 12 wins and 11 losses versus the City Hall team.
Women's Golf Night Hosted by Mayor Sánchez - June 7, 2022
- Tuesday, June 7th was International Golf Day. In an effort to support the game of golf amongst women, Mayor Dr. Monica Sánchez invited all residents to come out and enjoy an evening on the green.
- The special event was held at the Pico Rivera Golf Course from 6:00 PM to 8:00 PM. Every participant received a commemorative golf ball.
Sheriff's Special Olympics Run - June 8, 2022
- Pico Rivera Sheriff's Station deputies, led by Captain Hutak, hosted a mile run to raise funds for Special Olympics Southern California.
- The Law Enforcement Torch Run for the Special Olympics Southern California is the largest public awareness vehicle and grassroots fundraiser for Special Olympics with more than 2,000 officers involved in Southern California championing acceptance and inclusion.
- Southern California is one of the leading programs in the world, raising $1.54 million in 2019 with participants representing over 200 law enforcement stations.
Upcoming Events & Programs
Pico Rivera Pool Days at Neighboring City Pools
- Due to on-going city pool rehabilitation needs, staff have been working diligently with surrounding cities to offer trips for free recreational swim days for residents.
- Surrounding cities agree that swim lessons are a vital necessity for the safety of the youth of our community and are accepting applications from our residents as space permits. Staff remain dedicated to the renovation of the aquatic facility and are currently reviewing proposals to ensure the best organization is acquired for the City’s needs.
Fireworks Spectacular - July 2, 2022
- The Fireworks Spectacular will return on Saturday, July 2nd at El Rancho High School. The festivities will begin at 4:30 PM with activities and live entertainment leading up to the fireworks show at 9:00 PM.
- Entertainment will include carnival games, jumpers and live performances from Ernando & the Nandos and Neon Nation.
Summer Food Service Program through August 5, 2022
- The City of Pico Rivera, through funding from the California Department of Education and the USDA Summer Food Service Program, will offer free meals Monday through Friday between June 13 and August 5, 2022.
- Meals will be distributed on a first come, first served basis. No enrollment necessary. Meals must be consumed on site.
- Meals will be offered at the following locations: Pico Park, Smith Park, Rivera Park, Rio Hondo Park and Rio Vista Park.
