Mobility is key to the Inland Empire’s future economic growth and quality of life. This dialogue series has been developed to address the numerous Inland Empire projects and initiatives designed to improve mobility. Advanced technology will be the dominant factor in our automobiles, rail transportation, the movement of freight, and the organization of our communities. Few will doubt the assertion that the change we are about to face is at least as great in the 21st Century as was the transportation changes that occurred in the early 20th Century as we moved from horse and buggies to planes, trains, and automobiles.
As exciting as this impending future may be, it is very important to remind ourselves that we live in a democratic society in which an informed electorate is the best guarantee of a strong and stable society. However, given the rapid pace of events, most people today are not informed about the many issues related to the imminent changes in our transportation infrastructure, few are aware of the many transportation-related projects and initiatives, and fewer still are involved in any meaningful way in the decisions that are being made. There are differing opinions regarding the magnitude of the problems and the relative merit of various potential solutions. Moreover, there is currently no authoritative place that people who are not directly involved in ongoing discussions can go to obtain a comprehensive overview of our mobility needs, the related social concerns, and the projects and initiatives now being discussed to address them. The purpose of Inland Empire Mobility Dialogue Series is to provide that forum.

The Issue
As we navigate our way back towards a sense of normalcy in the workplace post-COVID-19, the percentage of people working from home or in a hybrid home/work environment has shifted. For a region such as the I.E., changing patterns in mobility has a significant impact on housing, the employment market, and education. These changes could possibly provide new opportunities for the community or negatively impact mobility in the region. This Dialogue will explore the changes in commuting patterns and mobility in the I.E. since the COVID-19 pandemic, bringing awareness to build upon the opportunities and limit any harm.

Speaker Bios
Sean Reseigh
Senior Transportation Planner
Sean is a senior transportation planner at Fehr & Peers who specializes in geospatial analysis, data science, and data visualization. Sean has experience in working on systemic and local roadway safety projects, active transportation and safe routes to school projects, first-last mile studies, and local and regional field inventory pursuits. He has an acute skillset in developing data dashboards for public outreach, internal use, data management, and storytelling. He has also conducted research, performed outreach, and provided education programs in the area of goods movement.
Jack Liebersohn
Assistant Professor of Economics
Jack is an Assistant Professor of Economics at the University of California, Irvine. He received his PhD in Financial Economics from MIT in 2018. His research is about real estate and urban economics. Recently, he has studied the short- and long-run effects of remote work on local and national migration and housing markets.
Ginger Koblasz
Senior Planner
Ginger is a Senior Planner at San Bernardino County Transportation Authority (SBCTA) where she manages the San Bernardino Transportation Analysis Model, the Active Transportation Program, development of a new Long Range Multimodal Transportation Plan, and other analytical and data-driven activities. She started working for SBCTA as a Geographic Information Systems (GIS) intern while working on her bachelor’s degree in Environmental Studies from California State University San Bernardino. She was hired at SBCTA full-time in 2000 and worked her way up to GIS Administrator before moving over to her current Sr. Planner position in 2019. She recently went back to school to earn a Master of Science in Transportation Management at San Jose State University – Mineta Transportation Institute in an effort to better understand the nuances behind the data and how to best use the information to help develop equitable solutions that reshape the future of mobility as it addresses the need to curb climate change.
Brenda Reza
Employer Services Representative
Brenda has over nineteen years of business administration, office support, logistics, event planning, business communications, customer relations and Transportation Demand Management. She has a successful track record in time management, attention to detail, marketing, business relationships and project operations with communication skills in both English and Spanish.
Brenda has worked in several roles in the IE Commuter project. Starting as an Employer Services Administrative Assistant, to being promoted to Average Vehicle Ridership (AVR) Specialist. About a year later she became IE Commuter, Project Operations working directly with Riverside County Transportation Commission (RCTC) and San Bernardino County Transportation Authority (SBCTA). Currently she serves as Employer Services Representative (ESR).
As an Employer Services Representative, Brenda helps about 80 employers with the compliance of South Coast Air Quality Management District (SCAQMD) Rule 2202 by providing services related to their yearly commuter survey and compliance strategies.
Brenda has hosted marketing workshops that provide employers tools to continue the reduction of emissions by taking an alternate form of transportation. Her favorite time of the year is during National Rideshare Week, specifically during the Kickoff Event, where she is a lead coordinator for this regional event that rally’s up their 300+ employers, serving to promote rideshare awareness. Her other roles at IE Commuter have included managing the call center hotline, web inquires and live chat coverage as assistance and resources to employers.
